PhaseI — Sustainability & Green Lending Foundations
Onbehalf of Deloitte Luxembourg, CLA acted as subcontractor to the Green forGrowth Fund (GGF) to deliver holistic expert advisory services to MAIB,supporting the Bank in establishing the foundations of a modern sustainabilityand green-lending framework. Our work included a comprehensive sustainabilitygap and capacity analysis, the design of MAIB’s first institution-wide ESGstrategy, and the preparation of its inaugural Sustainability Report. Wedeveloped a full carbon-footprint measurement approach (Scopes 1–3) andstrengthened the Bank’s green lending architecture by enhancing its GreenLending Framework and designing a dedicated green finance product to expandMAIB’s green-lending pipeline and market positioning.
PhaseII — Climate Risk Management & Integration
Inthe second phase, CLA provided technical advisory to help MAIB establish arobust Climate Risk Management Framework thatembeds climate risk identification, measurement, management, and monitoringinto its existing credit-risk processes. This included the development ofclimate-risk assessment tools, scenario-based analytical components, andpractical guidance for integrating physical and transition risks intounderwriting, portfolio monitoring, and risk appetite—laying the groundwork forMAIB’s long-term climate strategy and supervisory alignment.
· Gap Analysis & Goal Setting:Conducted consultations with maib teams and reviewed EU/Moldovan ESG practicesto define the Bank’s initial ESG vision and outline the steps for acomprehensive Sustainability Strategy.
· Sustainability (ESG) Strategy:Developed the Strategy with ambitions, KPIs, and a short-, medium-, andlong-term Roadmap, and drafted core content for maib’s first SustainabilityReport aligned with GRI/SASB.
· Carbon Footprint Approach:Designed a TCFD/PCAF-aligned carbon-footprint methodology (Scopes 1–2, with aplan for Scope 3), developed a calculation tool, and prepared an implementationand disclosure action plan.
· Green Lending & Product:Enhanced the Green Lending Framework and guidelines and designed a dedicatedSolar PV–focused green product with a rollout plan.
· CapacityBuilding & Communications: Delivered targeted training andsupported communication materials to embed ESG and promote the Bank’sgreen-lending initiatives.
· Developed a Climate Risk Management Frameworkcovering climate-risk identification, measurement, management, and monitoring.
· Created climaterisk screening and scorecard toolsand built quantitative modelsfor climate-adjusted PD/LGD.
· Designed and implemented scenario analysis andclimate stress-testing to assess portfolio resilience across climatepathways.
· Provided recommendations for capital adequacy,risk appetite integration, and climate resilience measures, along withsupporting alignment to TCFD/IFRS S2 and best practice.
